The Court continued to grow and better represent Colorado under the able leadership of the 2nd Emperor and Empress. During the 2nd reign there was still room for many firsts. Emperor and Empress II were indeed the true powers of the thrones during this reign. Scotti was the first candidate to use buttons and t-shirts during her campaign. Bucky was the 1st Monarch to hold a function for the Gay & Lesbian Community Center of Colorado. They were the first to take a political stance and aided the Gay Community in stopping police harassment over excessive jaywalking tickets to patrons of The Broadway

These monarchs are also the first elected monarchs in the Empire, with 50% of the election being composed of a judge’s panel and the remaining 50% being the election by popular vote of the coronation attendees. Denver was also welcomed into the International Court System and truly recognized as a new court with the attendance of Jose I of San Francisco when Scotti and Bucky stepped down.

The line of succession also became and integral part of the Court. Billie Cassandra, 1st runner-up, became Princess Royale; with Lola as Queen Mother; Christi Layne as Grand Duchess; Desiree as Czarina and Causha Lee as Marquessa (a title created and added to the line of succession along with Marquis by Bucky). Bucky also saw the wisdom of male line of succession. Debbie Youngman as 1st runner-up became Prince Royale being replaced by Gary Korf and then Kenny McDonald. Pat was Grand Duck with Lois as Czar and Rose as Marquis.

Scotti and Bucky awarded a permanent title to someone they felt had been a special part, not only of their reign but was a deserving of special merit from the city. Awarded the permanent title, Guardian Angle of the Court for Life, was Ms. Vivian Solomen.

Three other functions took hold and began to be part of the ICRME calendar. The first was the PR Ball with the theme of the “Hookers and Hustlers Ball” held above the now demolished Court Jester. Then followed the winter ball with its theme:’ Toys for Tots”. Finally was the King of Hearts Ball with the theme, “An Old Fashioned Square Dance” held at another legendary dance palace, The 1942. The end of Reign 2 came with their stepping down theme of “1776-2076” celebrating the bicentennial and opened the gates for the third reign.
